ChatGPT Ads has reached $1 billion in annualized revenue run rate less than 200 days after launch, according to OpenAI, as the company expands self-service advertising into India, Europe, the Middle East and North Africa.
Tens of thousands of advertisers now use the platform. The service began with managed sales, agencies and partners, and is available in more than 40 countries through those channels. OpenAI says the supporting ecosystem has grown to more than 50 technology and measurement partners.
Ads Manager, introduced in May, opened direct buying to small and medium-sized businesses. The latest expansion lets companies in the four regions create accounts and launch campaigns without first working through a sales team or agency.
Conversations become the targeting context
OpenAI positions advertising inside discussions where people may already be comparing products, planning a renovation, considering a job change or weighing a purchase. Its system analyzes the current conversation and selects an advertisement related to that topic.
Depending on country and user settings, targeting may also draw on a person’s broader ChatGPT activity and interests they have agreed to share. OpenAI says ads are labeled and separated from answers, advertising does not influence the assistant’s response, and advertisers cannot access private conversations. Users retain controls over personalization.
Those are company descriptions of the product. OpenAI says internal measures of trust, relevance and overall experience remained strong during the rollout, but it has not published the underlying data.
The buying tools have become more sophisticated. Cost-per-click and outcome-optimized bidding now account for most campaigns, while Pixel and Conversions API integrations return conversion events for measurement. Product feeds, geographic and platform targeting, and custom audiences are also available.
OpenAI cited an ecommerce advertiser that reportedly achieved three times its advertising spend over 28 days and a technology partner claiming more than 80% of ad-driven traffic came from new customers. These are examples supplied by platform participants rather than independently verified benchmarks.
A global ad business moves into self-service
OpenAI says small and medium-sized businesses contribute a meaningful share of ad revenue, while advertisers outside the United States represent a growing portion. Several large customers already run campaigns across multiple markets.
Self-service access makes expansion easier because an advertiser can buy directly rather than negotiating a managed contract. Countries without Ads Manager will continue to rely on OpenAI’s sales and partner network.
The company plans additional markets, formats, campaign objectives, buying options and measurement features. It also intends to explore more native ways for businesses to interact with consumers inside ChatGPT, but has not described those formats or provided a schedule.
For now, the concrete change is regional access to existing tools. Businesses in India, Europe, the Middle East and North Africa can launch campaigns using cost-per-click or outcome-based bidding immediately.
The $1 billion run rate is a milestone rather than recognized annual revenue. It extrapolates the current pace and can change as advertiser demand, pricing and user response evolve.
European expansion meets stricter oversight
The advertising rollout coincides with increased European Union scrutiny. The European Commission designated ChatGPT a Very Large Online Search Engine under the Digital Services Act after the service reported at least 45 million average monthly EU users.
OpenAI has four months from notification to meet the additional requirements, creating a January 2027 deadline. The duties include assessing and mitigating systemic risks involving illegal content, minors, physical and mental wellbeing, individual rights, elections and public security.
The Commission treats ChatGPT as a hybrid service that responds to prompts and searches the web. That search function supports its classification under the DSA. The new designation adds obligations beyond the general rules that already applied.
Supervision will involve the Commission and Ireland’s Digital Services Coordinator, Coimisiún na Meán, because OpenAI’s EU operation is established in Ireland. The Commission gains investigative authority over ChatGPT’s functionality and related systems.
The timing joins two tests for OpenAI: whether conversational advertising can sustain its early revenue pace and whether its targeting, labeling and safeguards satisfy regulators as the product scales. Growth into Europe expands the market, but it also places the ad system inside one of the world’s most demanding platform-accountability regimes.
